Local Law 126 Manhattan Garage Compliance and Repairs

Both Local Law 126 filing windows for Manhattan have closed, and DOB is now issuing violations to garages that missed them. We help Manhattan owners clear what is overdue, turn a QPSI report into a clear repair plan, and fix every listed condition with our own crews, while licensed QPSI partners handle the inspections and filings.

What Should Manhattan Garage Owners Know About Local Law 126?

Under Local Law 126, every covered parking garage in the city must be examined by an engineer licensed in New York and approved by DOB as a QPSI, short for Qualified Parking Structure Inspector, and the findings filed with the Department of Buildings. The inspector gives each condition one of three ratings, Safe, SREM or Unsafe, and the owner must handle the repairs that follow plus a yearly observation between full inspections.

Manhattan was the first borough in line. Garages below 59th Street and on the Upper West Side filed in the first window, and the Upper East Side and Upper Manhattan filed in the second, and both windows are now closed. If your garage has an accepted report, the work now is repairs and upkeep. If it does not, the report is late, and getting it filed comes before anything else.

What Happens After Your Manhattan Garage Report Is Filed

The report is the start of the work, not the end of it. This is how we take a Manhattan garage from a filed report to a closed-out file.

1

Report Review

We read every listed condition with you, confirm the deadlines and flag anything that needs protection right away.

2

Repair Plan

Each condition gets a repair method, a price and a place in a phased schedule built around how the garage operates.

3

Repairs

Our crews protect the area, make the repairs and keep dated photos and records of the work as it goes.

4

Close-Out

Records go to the QPSI so amended reports can be filed and the conditions closed with DOB.

Manhattan Parking Garages We Repair

Residential Towers

Parking levels below rental, co-op and condo towers, where residents park every day and boards approve the work.

Public Garages

Hourly and monthly garages where every closed space costs income and drivers still need a clear way in and out.

Hotels and Hospitals

Valet, staff and patient parking that cannot shut down, with ambulance and delivery routes kept open.

Mixed-Use Buildings

Garages under office, retail and residential floors, often sharing ramps and loading docks with the building above.

Garage Repairs That Keep Manhattan Parking Open

A Manhattan garage rarely gets a quiet day. Monthly parkers, valet traffic, deliveries and building staff all depend on it, so the work is planned around them. Heavy work moves to the hours when the garage is slow, only small sections close at a time, and the people who park there know what is happening before it happens.

After-Hours Work Shifts

Chipping and concrete removal are scheduled for slow hours, with the right DOB approvals for after-hours work.

Phased Work Zones

The garage is repaired one zone at a time, so most spaces stay open through the job.

Partial Closures With Notice

Operators, monthly parkers and building staff get dates ahead of every closure.

Protection for People and Cars

Barriers, overhead protection and daily cleanup keep drivers, walkers and parked cars safe near the work.

Local Law 126 Manhattan FAQs

Nearly any garage where vehicles are parked or stored, from parking floors under apartment, office, hotel and hospital buildings to stand-alone public garages. The rule leaves out small garages holding under three cars, private garages at one and two family houses, surface lots that are not part of a building, and loading docks, auto repair shops and service stations.

Manhattan Community Districts 1 to 7, which cover everything below 59th Street plus the Upper West Side, had to file between January 1, 2022 and December 31, 2023. Districts 8 to 12, the Upper East Side and Upper Manhattan, had to file between January 1, 2024 and December 31, 2025. Both windows are closed.

The report is late, and DOB charges penalties every month until an acceptable report is filed. DOB only takes payment on the violation after that report is accepted, so the first step is booking a QPSI to complete the condition assessment.

Local Law 71 of 2024 shifts the program from six-year to four-year cycles once the current cycle ends after December 31, 2027. Manhattan garages that already filed should plan their next full condition assessment under that shorter cycle.

In every year between full inspections, the garage needs an observation done by a QPSI or someone the QPSI directly supervises, using the checklist from the last accepted report. The completed checklist is kept at the garage, and any hazard found is reported to DOB right away.

Protection goes up the moment the condition is identified. The repair deadline is 90 days from when the report is filed, and DOB can approve more time. Within two weeks of finishing the work, the QPSI files an amended report.

The inspection has to be done by a QPSI, which means a Professional Engineer licensed in New York State who has hands-on parking garage experience and has been approved by DOB. We do not inspect or sign reports. Our part is the repair work, and every assessment is handled by a licensed QPSI partner we bring in.

Usually, yes. Work is split into small zones, heavy work moves to nights and weekends, and protection keeps drivers and walkers away from active areas. Only an Unsafe condition may force a larger area to close until it is protected.

Some do. Structural repairs, work near the sidewalk or street, and after-hours work can need DOB approvals or other city permits. We confirm what your scope needs before work starts and build that time into the schedule.

Send your QPSI report, DOB violation or photos through the form, or call (917) 355-8556. We review what you have, visit the garage and send a priced repair plan.
